1.Beti Bachao, Beti Padhao:Caring for the Girl Child
This is a social campaign aimed at eradication of female foeticide and raising awareness on welfare services intended for young Indian girls. The "Save the Girl Child" movement was launched on 22 January 2015, it is a joint initiative run by the Ministry of Women and Child Development, the Ministry of Health and Family Welfare and the Ministry of Human Resource Development.Beti Bachao, Beti Padhao - The scheme was launched with an initial funding of Rs 100 crores. It mainly targets the clusters in Uttarakhand, Bihar, Uttar Pradesh, Punjab, Delhi and Haryana. In India, the child gender ratio in the age group of 0 - 6 years stood at 931 girls for 1000 boys and it dropped to 918 girls for every 1000 boys in 2011. Sex - selective abortion or female foeticide in India has led to the sharp decline in the ratio of girls born in contrast to the boys in some states in the country. The wide gap in child gender ratio was first noted in 1991 when the national census data was released and it turned out to be a worsening problem after the release of 2001 national census data. To bridge the growing gap between the birth of girl and boy infants, the government of India has taken up an initiative to promote Beti Bachao Beti Padhao and many programmes has been organized to promote ‘Save Girl Child' and to ‘Educate Girl Child', since January 2015. The campaign has also received support from the Indian Medical Association.

2.Mahila E-haat:
Mahila E-Haat is an initiative for meeting the aspirations and needs of women entrepreneurs. It is an online marketing platform for women, where participants can display their products. The initiative applies to all women across the country as a part of ‘Digital India’ and ‘Stand Up India‘ initiative. The platform has been established by the Ministry of Women and Child Development, Government of India under Rashtriya Mahila Kosh (RMK).

Women can register themselves at www.mahilaehaat-rmk.gov.in and leverage technology for showcasing their work to a broader market.

Among the many services provided by Mahila-E-Haat is facilitating direct contact between the vendors and buyers, sensitisation, advocacy, training, packing and soft intervention workshops, and offering a web-based approach. Open to all Indian women above the age of 18, this platform offers an easy sign-in process and convenient payment modes. Everything can be handled on a mobile with no other intervention required. The portal claims to have attracted 17 lakh visitors since its launch and features over 2,000 products and services across 18 categories from 24 states.

3.One Stop Centre Scheme:
Popularly known as 'Sakhi,' it was implemented on 1st April 2015 with the 'Nirbhaya' fund.Till date, around 234 OSCs have been established across the country to provide integrated support and assistance under one roof to women affected by violence, both in private and public spaces in a phased manner.The One Stop Centres are established at various locations in India for providing shelter, police desk, legal, medical and counselling services to victims of violence under one roof integrated with a 24-hour Helpline.

4.Mahila Shakti Kendra Scheme:
Mahila Shakti Kendra The government launched the Mahila Shakti Kendra in 2017 to empower rural women with opportunities for skill development, employment, digital literacy, health and nutrition.

The Mahila Shakti Kendras will work through community engagement through student volunteers in the 115 most backward districts. Each Mahila Shakti Kendra will provide an interface for rural women to approach the government to avail of their entitlements through training and capacity building. It works at the National, State, District, and Block levels.

How to apply for Mahila Shakti Kendra Scheme:

At the state level technical support on issues related to women is being provided through State Resource Centre for Women(SRCW) functional under the respective State Government /UT Administration. SRCWs are meant to facilitate implementation of all women centric schemes and programmes of the government,including the district and block level component of MSK Scheme.

Indian women, who have to stay away from their homes for job purpose or do not have anyone to house them, often suffer from insecurities related to safety. The central government has passed a new scheme that is designed for meeting the housing requirements of working or helpless women. The name of the program is Working Women Hostel Scheme and will include children under special circumstances only. The main objective is to empower women.

The objective of the scheme is to promote the availability of safe and conveniently located accommodation for working women, with daycare facility for their children, wherever possible, in urban, semi-urban, or even rural areas where employment opportunity for women exist.

The Swadhar scheme was launched by the Union Ministry of Women and Child Development in 2002 for rehabilitation of women in difficult circumstances. The scheme provides shelter, food, clothing and care to the marginalized women/girls who are in need. The beneficiaries include widows deserted by their families and relatives, women prisoners released from jail and without family support, women survivors of natural disasters, women victims of terrorist/extremist violence etc. The implementing agencies are mainly NGOs.

The Ministry of Women and Child Development is implementing the Swadhar Greh Scheme which targets the women victims of difficult circumstances who are in need of institutional support for rehabilitation so that they could lead their life with dignity. The Scheme envisages providing shelter, food, clothing and health as well as economic and social security for these women.

7.Support to Training and Employment Programme for Women (STEP):

STEP Scheme aims to provide skills that give employability to women and to provide competencies and skill that enable women to become self-employed/entrepreneurs. The Scheme is intended to benefit women who are in the age group of 16 years and above across the country.

8.Nari Shakti Puruskars Scheme:
Every Year, Ministry of Women & Child Development celebrates International Women's Day on 8th March. The significance of the International Women’s Day lies in our re-affirmation of improve the condition of women, especially those at the margins of our society and empower them to take rightful place in society.Ministry of Women and Child Development, has revised the guidelines for Women Awards for conferring on eminent women, organisations and institutions.These awards will be called “Nari Shakti Puruskars”. Now, from the year 2016,20 Nari Shakti Puruskars shall be conferred every year. The awards will be conferred on 8th March on the occasion of International Women’s Day (IWD). The Award in each category shall carry a Certificate and a cash amount. The award would be given to eminent or outstanding Institutions or organizations and individuals.With the institution of these awards all the earlier women awards given by the Ministry of Women & Child Development ceased to exist.

9.Awardees of Stree Shakti Puruskar, 2014 & Awardees of Nari Shakti Puruskar:
Nari Shakti Awards, earlier known as Stree Shakti Awards was constituted by the government of India in the year 1991. Nari Shakti Awards provide an opportunity to understand the contribution of women in the building of society and the nation.

Nari Shakti Awards are conferred on eminent women and institutions rendering distinguished service to the cause of women especially belonging to the vulnerable and marginalized sections of the society by the Ministry of Women and Child Development. 11.Mahila Police Volunteers:
The Mahila Police Volunteers Scheme was launched by the Ministry of Women and Child Development in collaboration with the Home Affairs for the engagement of MPVs in the States and UTs. It is a central sector scheme that intends to serve as a public-policy interface to help women in distress. This scheme envisages the creation of a link between the police authorities and the local communities to facilitate police outreach on gender concerns.

12.Pradhan Mantri Ujjwala Yojana Scheme:
India is home to more than 24 Crore households out of which about 10 Crore households are still deprived of LPG as cooking fuel and have to rely on firewood, coal, dung – cakes etc. as primary source of cooking. The smoke from burning such fuels causes alarming household pollution and adversely affects the health of Women & children causing several respiratory diseases/ disorders. As per a WHO report, smoke inhaled by women from unclean fuel is equivalent to burning 400 cigarettes in an hour. In addition, women and children have to go through the drudgery of collecting firewood.

Pradhan Mantri Ujjwala Yojana (PMUY) aims to safeguard the health of women & children by providing them with a clean cooking fuel – LPG, so that they don’t have to compromise their health in smoky kitchens or wander in unsafe areas collecting firewood.

Pradhan Mantri Ujjwala Yojana was launched by Hon’ble Prime Minister Shri Narendra Modi on May 1st, 2016 in Ballia, Uttar Pradesh. Under this scheme, 5 Cr LPG connections will be provided to BPL families with a support of Rs.1600 per connection in the next 3 years. Ensuring women’s empowerment, especially in rural India, the connections will be issued in the name of women of the households. Rs. 8000 Cr. has been allocated towards the implementation of the scheme. Identification of the BPL families will be done through Socio Economic Caste Census Data.

PMUY is likely to result in an additional employment of around 1 Lakh and provide business opportunity of at least Rs. 10,000 Cr. over the next 3 Years to the Indian Industry. Launch of this scheme will also provide a great boost to the ‘Make in India’ campaign as all the manufacturers of cylinders, gas stoves, regulators, and gas hose are domestic.

Working Women Hostel
Introduced in 1972-73 and after amendment re-launched on 6th April, 2017
To promote availability of safe and conveniently located accommodation for working women, with day care facility for their children, wherever possible, in urban, semi urban, or even rural areas where employment opportunities for women exist.
Rajiv Gandhi National Creche Scheme for the Children of Working Mothers
The programme was recast by the Government of India in 2006

With a view to prioritising women's safety, the Telangana government has come out with plans to set up the 'Women Safety Wing', which will scale up the existing 'SHE Teams.'

The Telangana government is very keen in providing safety and security to women at all places and introduced 'SHE Teams' to prevent harassment to women in public places.

SHE Teams stands for Safety, Health and Environment. The division was started on 24 October 2014 is a brainchild of Chief Minister of Telangana, K. Chandrashekar Rao who was impressed by a similar initiative in Singapore. Additional Commissioner, Hyderabad, Swathi Lakra heading the division ever since its inception.

A SHE team comprises an Assistant Sub-Inspector (ASI), who acts as a lead with four to five male and female constables in each Zone, they all work under Assistant DCP rank woman police officer. They work undercover.

The cases related to harassment of women under Rachakonda commissionerate had come down by 85 percent.The 24×7 monitoring by the teams, conducting decoy operations, SHE Shuttles, Margadarshak and counselling sessions are proving to be effective in curbing the crime rate.

SHE - TEAMS PERFORMANCE - CRIME ANALYSIS FUTURE TASKS:
The program of SHE teams was launched on 24th October, 2014 with the aim of curbing eve teasing in all aspects, in all forms, at all places, providing safety and security to women in the society, facilitating healthy environment for womens mobility thereby building up confidence in women to fulfill the Telangana Government commitment of safe and secure Hyderabad City to women.

SHE TEAMS has been introduced in Telangana state with a moto to provide safety and security to women in Telangana and to make Hyderabad a SAFE AND SMART CITY.

EVERY WOMAN SHOULD KNOW ABOUT PERSONAL SAFETY:
1. Awareness: Your first line of defense. Most people think of kicks to the groin and blocking punches when they hear the term "self-defense." However, true self-defense begins long before any actual physical contact. The first, and probably most important, component in self-defense is awareness: awareness of yourself, your surroundings, and your potential attacker's likely strategies. The criminal's primary strategy is to use the advantage of surprise. Studies have shown that criminals are adept at choosing targets who appear to be unaware of what is going on around them. By being aware of your surroundings and by projecting a "force presence," many altercations which are commonplace on the street can be avoided.
2. Use your sixth sense. "Sixth sense." "Gut instinct." Whatever you call it, your intuition is a powerful subconscious insight into situations and people. All of us, especially women, have this gift, but very few of us pay attention to it. Learn to trust this power and use it to your full advantage. Avoid a person or a situation which does not "feel" safe-you're probably right.
3. Self-defense training. It is important to evaluate the goals and practical usefulness of a women's self-defense program before signing up. Here are two tips:
a) Avoid martial arts studios unless you specifically wish to train in the traditional martial arts techniques and are prepared for a long-term commitment. Many women's self-defense programs teach watered-down martial arts techniques that are complex and unrealistic under the stress of an actual attack;
b) The self-defense program should include simulated assaults, with a fully padded instructor in realistic rape and attack scenarios, to allow you to practice what you've learned.
4. Escape: Always your best option. What if the unthinkable happens? You are suddenly confronted by a predator who demands that you go with him-be it in a car, or into an alley, or a building. It would seem prudent to obey, but you must never leave the primary crime scene. You are far more likely to be killed or seriously injured if you go with the predator than if you run away (even if he promises not to hurt you). Run away, yell for help, throw a rock on a store or car window-do whatever you can to attract attention. And if the criminal is after your purse or other material items, throw them one way while you run the other.
5. Your right to fight. Unfortunately, no matter how diligently we practice awareness and avoidance techniques, we may find ourselves in a physical confrontation. Whether or not you have self-defense training, and no matter what your age or physical condition, it is important to understand that you CAN and SHOULD defend yourself physically. You have both the moral and legal right to do so, even if the attacker is only threatening you and hasn't struck first. Many women worry that they will anger the attacker and get hurt worse if they defend themselves, but statistics clearly show that your odds of survival are far greater if you do fight back. Aim for the eyes first and the groin second. Remember, though, to use the element of surprise to your advantage-strike quickly, and mean business. You may only get one chance.
6. Pepper spray: Pros and cons. Pepper spray, like other self-defense aids, can be a useful tool. However, it is important to understand that there can be significant drawbacks to its use. For example, did you know that it doesn't work on everyone? Surprisingly, 15-20% of people will not be incapacitated even by a full-face spray. Also, if you're carrying it in your purse, you will only waste time and alert the attacker to your intentions while you fumble for it. Never depend on any self-defense tool or weapon to stop an attacker. Trust your body and your wits, which you can always depend on in the event of an attack.
7. Home invasions: A crime on the rise. The primary way to prevent a home invasion is simply to never, ever open your door unless you either are certain you know who's on the other side or can verify that they have a legitimate reason for being there (dressing up as a repair person or even police officer is one trick criminals use). In the event that an intruder breaks in while you're home, you should have a safe room in your house to which you can retreat. Such a room should be equipped with a strong door, deadbolt lock, phone (preferably cell phone), and a can of pepper spray or fire extinguisher.
8. Avoiding a car-jacking. Lock all doors and keep windows up when driving. Most car-jackings take place when vehicles are stopped at intersections. The criminals approach at a 45 degree angle (in the blind spot), and either pull you out of the driver's seat or jump in the passenger's seat.
9. A travel tip. Violent crimes against women happen in the best and worst hotels around the world. Predators may play the part of a hotel employee, push their way through an open or unlocked door, or obtain a pass key to the room. As with home safety, never open your door unless you are certain the person on the other side is legitimate, and always carry a door wedge with you when you travel. A wedge is often stronger than the door it secures.
10. Safety in cyberspace. Although the Internet is educational and entertaining, it can also be full of danger if one isn't careful. When communicating on-line, use a nickname and always keep personal information such as home address and phone number confidential. Instruct family members to do the same. Keep current on security issues, frauds, viruses, etc.

Reporting Violence:
Based on the information the Protection Officer received, they are required to prepare a “Domestic Incident Report” to the Magistrate, seek relief from the Magistrate on behalf of the victim and forward copies of the report to the police station within the jurisdiction of the victim.

Providing Guidance:
Protection Officers are required to guide victims on the process of availing legal aid, accessing service providers, counselors, shelter homes and medical facilities in the local area.

Accessing Shelter Homes:
Protection Officers are mandated to make available safe shelter homes after receiving an order to this effect from the Magistrate. Depending on the wishes of the victim, the Protection Officer is also required to forward a copy of the report lodged in the shelter home to the police station and the Magistrate with the jurisdiction in the area where the shelter home is situated.

Supporting Claims of Maintenance and Submitting Medical Records:
Protection officers also assist victims in making claims of interim monetary relief from their husbands. They are required to forward a copy of the medical report to the police state and the magistrate with the jurisdiction in the area where the violence is purported to have taken place.

Duties and functions of Protection Officers:
1.     It shall be the duty of the Protection Officer
a.     to assist the Magistrate in the discharge of his functions under this Act;
b.    to make a domestic incident report to the Magistrate, in such form and in such manner as may be prescribed, upon receipt of a complaint of domestic violence and forward copies thereof to the police officer in charge of the police station within the local limits of whose jurisdiction domestic violence is alleged to have been committed and to the service providers in that area;
c.     to make an application in such form and in such manner as may be prescribed to the Magistrate, if the aggrieved person so desires, claiming relief for issuance of a protection order;
d.    to ensure that the aggrieved person is provided legal aid under the Legal Services Authorities Act, 1987 (39 of 1987) and make available free of cost the prescribed form in which a complaint is to be made;
e.     to maintain a list of all service providers providing legal aid or counselling, shelter homes and medical facilities in a local area within the jurisdiction of the Magistrate;
f.     to make available a safe shelter home, if the aggrieved person so requires and forward a copy of his report of having lodged the aggrieved person in a shelter home to the police station and the Magistrate having jurisdiction in the area where the shelter home is situated;
g.    to get the aggrieved person medically examined, if she has sustained bodily injuries and forward a copy of the medical report to the police station and the Magistrate having jurisdiction in the area where the domestic violence is alleged to have been taken place;
h.     to ensure that the order for monetary relief under section 20 is complied with and executed, in accordance with the procedure prescribed under the Code of Criminal Procedure, 1973 (2 of 1974);
i.      to perform such other duties as may be prescribed.
2.     The Protection Officer shall be under the control and supervision of the Magistrate, and shall perform the duties imposed on him by the Magistrate and the Government by, or under, this Act.

Every Year, Ministry of Women & Child Development celebrates International Women's Day on 8th March. The significance of the International Women’s Day lies in our re-affirmation of improve the condition of women, especially those at the margins of our society and empower them to take rightful place in society.Ministry of Women and Child Development, has revised the guidelines for Women Awards for conferring on eminent women, organisations and institutions.These awards will be called “Nari Shakti Puruskars”. Now, from the year 2016,20 Nari Shakti Puruskars shall be conferred every year. The awards will be conferred on 8th March on the occasion of International Women’s Day (IWD). The Award in each category shall carry a Certificate and a cash amount. The award would be given to eminent or outstanding Institutions or organizations and individuals.With the institution of these awards all the earlier women awards given by the Ministry of Women & Child Development ceased to exist.

Nari Shakti award:The award aims to acknowledge achievement of women by bestowing awards on eminent women and institutions in recognition of their service towards the cause of women empowerment. It was established in 1991 and since then it is conferred annually by President on occasion of International Women’s Day on March 8 every year. It carries cash award of Rs. 1 lakh and certificate for individuals and institutions. The Ministry of Women and Child Development announces this national level award for eminent women, organisations and institutions.

Guidelines for Nari Shakti Puruskars--National Award for Women:
The year 1975, was celebrated as the International Women’s Year, but the United Nations began to celebrate 8th March as the Internal Women’s Day every year. It is a day that provides an opportunity to acknowledge the achievements of women for the nation and recognize their contributions to the society.The Ministry of Women & Child Development, celebrates International Women’s Day every year on 8th March as it is the nodal Ministry for the issues related to women. Taking this as an opportune moment to acknowledge Women’s achievements, it has been decided by the Ministry in the year 2015, to confer Nari Shakti Puruskars to eminent women and institutions in recognition of their service towards the cause of women empowerment.

Now, therefore, the Ministry of Women and Child Development, in order to recognize the efforts made by women & institutions in rendering distinguished services for the cause of women, especially vulnerable and marginalized women, hereby announce national level awards for conferring on eminent women, organisations and institutions. These awards may be called “Nari Shakti Puruskars”. The award shall be applicable to institutions and individuals who have rendered distinguished services to the cause of women.
Objectives:
In the last decade, there has been concerted effort by the Government to recognize and encourage women as reflected through a National Policy for Empowerment of Women in 2001. The issues related to women has gained utmost importance and focused attention. “Nari Shakti Puruskars” shall
showcase the Government’s commitment towards women with the aim of strengthening their legitimate place in the society. It will also provide an opportunity to the current generation to understand the contribution of women in building of society and the nation.

“Nari Shakti Puruskars” would be conferred on eminent women and institutions rendering distinguished service to the cause of women especially belonging to the vulnerable and marginalized sections of the society. The recipients would be drawn from institutions and individuals. The Ministry of Women & Child Development (herein after referred to as “ the Ministry) would invite nominations from the State Governments, Union Territory Administrations, concerned Central Ministries, Non-Governmental Organizations, Universities, Institutions, private and public sector undertakings (PSUs) working for empowerment of women.

Description:
20 Nari Shakti Puruskars shall be conferred every year. The recipients of the Puruskars shall be declared every year on 20th February and awards will be conferred on 8th March on the occasion of International Women’s Day (IWD).
The Award in each category shall carry a Certificate and a cash amount. The award would be given to eminent or outstanding Institutions or organisations and individuals from any part of the country.
The categories, description and nature of awards are given below:

Devi Ahilya Bai Holkar Award: for Best Private Sector organization/ Public sector undertaking in promoting the well-being and welfare of women, named after Ahilyabai Holkar, 18th-century ruler of the Malwa kingdom.
Kannagi Devi Award: for Best State which has appreciably improved Child Sex Ratio (CSR), named after Kannagi, the central character of the Tamil epic Silapathikaram.
Mata Jijabai Award for Best Urban Local body for providing services and facilities to women, named after Mata Jijabai, mother of Shivaji, who founded the Maratha Empire in the 17th century.
Rani Gaidinliu Zeliang Award: for Best Civil Society organization (CSO) doing outstanding work for the welfare and well-being of women, named after Rani Gaidinliu, a 20th-century Naga spiritual and political leader
Rani Lakshmi Bai Award: for Best Institution for Research & Development in the field of women empowerment, named after Lakshmibai, one of the leading figures of the Indian Rebellion of 1857 and erstwhile queen of Jhansi.
Rani Rudramma Devi Awards: for two District Panchayats and two Gram Panchayats, named after Rudrama Devi, a 13th-century ruler of Deccan Plateau.

ELIGIBILITY:
The Puruskars are open to all Indian Institutions, organisations and individuals without any distinction or discrimination on ground of race, caste or creed.
In case of Individual category, the awardee must be above 30 years of age on 1st January of the year for which the award is to be given. The applicant should have worked in the relevant field for at least last 5 years. She should not have been a recipient earlier of the award (including Stree Shakti Puruskars).

STEP Scheme aims to provide skills that give employ-ability to women and to provide competencies and skill that enable women to become self-employed/entrepreneurs. The Scheme is intended to benefit women who are in the age group of 16 years and above across the country.

STEP Scheme - Eligibility & Application Process:
Scheme Benefits and Highlights:
The assistance under STEP Scheme will be available in any sector for imparting skills related to employability and entrepreneurship, including but not limited to the Agriculture, Horticulture, Food Processing, Handlooms, Tailoring, Stitching, Embroidery, Zari etc, Handicrafts, Computer & IT enable services along with soft skills and skills for the work place such as spoken English, Gems & Jewellery, Travel & Tourism, Hospitality.

Eligibility:
Scheme Target Group
The scheme is intended to benefit women who are in the age group of 16 years and above.

ELIGIBLE ORGANIZATIONS/ PROJECT IMPLEMENTING AGENCIES (PIAs):
Grants-in-aid under the STEP programme may be given to an institution having a distinct legal entity as under:
(a) Institutions or organizations set up as Autonomous Organization under a specific statute or as a Society registered under the Societies Registration Act, 1860 or Indian Trusts Act, 1882 (Not for profit) or other statutes.
(b) Voluntary Organizations or Non-Government Organizations registered under the Societies Registration Act, Indian Trust Act carrying out activities which promote the objectives of the STEP programme, with adequate financial and other resources, credibility and experience of the type of activities to be undertaken.
(c) Co-operative Societies.Number of Beneficiaries:
The number of beneficiaries in a project shall not be more than 200 members. Training will be implemented in batches with manageable proportions. The equipment/ small machines/ computers related to the industrial sectors are made available for quality training.

Financial Assistance:
The financial assistance under the STEP scheme will be provided for the beneficiaries in the manner as follows:

Documents Required:
  • The following documents are to be submitted while applying for the STEP scheme.
  • Copies of audited statement of accounts (Balance sheet, Income & Expenditure Account and Receipt & Payment Account) of the preceding three years.
  • Annual Report for three preceding years.
  • Proof of experience in the sector concerned.
  • Document in support of the statement that the course is compliant with the stipulations of the National Skills Qualification Framework (NSQF).
  • Copy of Registration Certificate, if any.
Application Procedure of STEP Scheme:
Step 1 – eligible NGOs, who are interested to participate in the scheme should register themselves on NGO-PS Portal of NITI Aayog and obtain a Unique ID for this purpose.
Step 2 – the Project proposals will be submitted online to the Ministry of Women and Child Development through the Ministry’s NGO Proposal Management System.
Step 3 – these proposals will be addressed to the concerned State Government, which will examine the same and forward it to the Ministry of Women and Child Development with its recommendations.
Step 4 – the proposals recommended by the State Government will be verified by a pre-screening committee, which is set up by the Ministry.
Step 5 – the proposals recommended by the pre-screening committee will in-turn be placed before the Project Appraisal Committee for the final approval.
Step 6 – upon final approval, the fund will be released to the registered NGO.

Swadhar Greh Scheme

The Swadhar scheme was launched by the Union Ministry of Women and Child Development in 2002 for rehabilitation of women in difficult circumstances. The scheme provides shelter, food, clothing and care to the marginalized women/girls who are in need. The beneficiaries include widows deserted by their families and relatives, women prisoners released from jail and without family support, women survivors of natural disasters, women victims of terrorist/extremist violence etc. The implementing agencies are mainly NGOs.

The Ministry of Women and Child Development is implementing the Swadhar Greh Scheme which targets the women victims of difficult circumstances who are in need of institutional support for rehabilitation so that they could lead their life with dignity. The Scheme envisages providing shelter, food, clothing and health as well as economic and social security for these women.

Objectives:
Under the Scheme, Swadhar Greh will be set up in every district with capacity of 30 women with the following objectives:
  • To cater to the primary need of shelter, food, clothing, medical treatment and care of the women in distress and who are without any social and economic support.
  • To enable them to regain their emotional strength that gets hampered due to their encounter with unfortunate circumstances.
  • To provide them with legal aid and guidance to enable them to take steps for their readjustment in family/society.
  • To rehabilitate them economically and emotionally.
  • To act as a support system that understands and meets various requirements of women in distress.
  • To enable them to start their life afresh with dignity and conviction.
STRATEGIES:
The objectives cited above would be pursued adopting the following strategies:

  • Temporary residential accommodation with the provision of food, clothing, medical facilities etc.
  • Vocational and skill up gradation training's for economic rehabilitation of such women
  • Counseling, awareness generation and behavioral training
  • Legal aid and Guidance
  • Counseling through telephone
BENEFICIARIES:
The benefit of the component could be availed by women above 18 years of age of the following categories:
Women who are deserted and are without any social and economic support.
Women survivors of natural disasters who have been rendered homeless and are without any social and economic support.
Women prisoners released from jail and are without family, social and economic support;
Women victims of domestic violence, family tension or discord, who are made to leave their homes without any means of subsistence and have no special protection from exploitation and/ or facing litigation on account of marital disputes; and
Trafficked women/girls rescued or runaway from brothels or other places where they face exploitation and Women affected by HIV/AIDS who do not have any social or economic support. However such women/ girls should first seek assistance under UJJAWALA Scheme in areas where it is in operation.

Women affected by domestic violence could stay up to one year. For other categories of women, the maximum period of stay could be up to 3 years. The older women above the 55 years of age may be accommodated for maximum period of 5 years after which they will have to shift to old age homes or similar institutions.

Swadhar Greh facilities could also be availed by the children accompanying women in the above categories. Girls up to the age of 18 years and boys up to the age of 8 years would be allowed to stay in the Swadhar Greh with their mothers. (Boys of more than 8 years of age need to be shifted to the Children Homes run under JJ Act/ICPS.)
ELIGIBILITY CRITERIA:
  • State Government agencies including Women Development Corporations established by the State Governments
  • Central or State autonomous bodies
  • Municipal Bodies
  • Cantonment Boards
  • Panchayati Raj Institutions and Co-operative institutions
  • Departments of Women and Child Development/Social Welfare of the State Governments which may construct Swadhar Greh and run them on their own or lease them to organization(s) having requisite experience for such period as deemed fit, for managing the operations under this scheme
  • Public Trusts registered under any law for the time being in force
  • Civil Society Organizations such as NGOs etc. having proven track record of working in the fields of women's welfare/social welfare/ women's education subject to the condition that such organization is registered under the Indian Societies Registration Act, 1860 or any relevant State Act.
How to access this scheme:
When women come to such Swadhar Greheither on their own or are referred by others, the first step will be to know their social background, the cause of their distress and the problem of adjustment. A specialized interview and case file would be developed by the counselor (until a standard protocol is developed by MWCD and circulated), to assist her overcome her initial trauma as well as to identify the suitability of services available at Swadhar Grehas per needs of the victim.

The first series of interviews by the counselor/ superintendent and the primary stage of diagnosis of the problem are the most vital in deciding the rehabilitation programs for the women. If on diagnosis, it is found that facilities provided at the Swadhar Grehare suited to meet the needs of the victim, the applicant may be admitted and provided services for rehabilitation. If it is found that the services offered at the Swadhar Grehwould not meet the problem of the applicant, she should be referred to other suitable institutions in the community, e.g., women victims of trafficking should avail the benefits under UJJAWALA Scheme.

On arrival, she should be registered in the admission register with details such as name, address, age, details of children (if any), description of the problem and source of reference.

Each case should have a separate file with complete case record, addresses of relatives, referral letters and other letters/record pertaining to the court case, police etc. A record of assistance provided should also be maintained like meetings held in connection of the case with various authorities, medical checkups conducted etc. These case files should be updated and open for inspection to any officer of the Government at any time.

The case file should also contain a plan of action for the rehabilitation of each resident and her children (if accompanied) and the steps taken for their rehabilitation.

The information of each and every victim admitted in the Swadhar Greh should be sent to the nearest police station within 24 hours and an acknowledgement/copy of FIR be kept on record. Similar information about discharge of any resident should be given to the same police station at least 24 hours before such discharge.

A separate case register is to be maintained for the children of beneficiaries, which will reflect the services provided to them including the expenditure incurred on the activities.

If the women brings any valuables with her (gold, silver, jewellery etc) the details should be entered in a register meant for the purpose and counter signed by the Resident Superintendent and the resident. The valuables should be kept in safe custody and handed over to her when she leaves the institution.

Every woman would be provided with a Photo ID Card, if she does not have Aadhaar card and action for obtaining Aadhaar Card should be obtained immediately.

A medical check- up of every woman would be undertaken within 3 days of her admission. The arrangement of medical check-up should made by the organization in the nearest government run hospital/dispensary. Cases requiring urgent medical attention should be referred to nearest government run hospitals immediately.

In case the resident is known to have contracted HIV/AIDS or is HIV+, she should be referred to the VCTC centre of the nearest government run hospital for counseling and advice.

Adequate medical facilities including medical kit should be maintained at each Swadhar Greh. The medical kit should include basic items like OTC medicines, burn creams, tape, bandages, strips for wound closure and management, scissors etc.

There should be facilities for recreation and group activities. Facilities for indoor and outdoor games should be provided. They should be taken out for cultural shows, outings, movies, picnics and exhibitions etc. at least once a month. The Swadhar Grehshould also celebrate different religious festivals, Republic Day, Independence Day and the birthdays of the children with active involvement of residents. Each Swadhar Greh should have a provision of television for residents.

The implementing agency would be responsible for the provision of vocational training of the residents through Skill Development Initiative (SDI) scheme of Ministry of Labour and Employment or Ministry of Skill Development. The amount of fees as per the actual expenditure incurred in the training course is reimbursable under the scheme.

Working women hostels scheme terms and conditions,eligibility
Indian women, who have to stay away from their homes for job purpose or do not have anyone to house them, often suffer from insecurities related to safety. The central government has passed a new scheme that is designed for meeting the housing requirements of working or helpless women. The name of the program is Working Women Hostel Scheme and will include children under special circumstances only. The main objective is to empower women.
The objective of the scheme is to promote the availability of safe and conveniently located accommodation for working women, with daycare facility for their children, wherever possible, in urban, semi-urban, or even rural areas where employment opportunity for women exist.

The financial assistance for the hostels to be operated in the rented premises. The amount of rent would be as assessed by the State PWD/District Collector. The rent that is received from the inmates would be utilized for the hostel maintenance, house-keeping, security service, office establishment, expenditure towards electricity and water charges and any other support facilities other than a mess.
The one-time non-recurring amount would be provided at the rate of Rs.7500 per inmate will be given to the States/UTs with the cost at a specific ratio at the time of commencement of hostel for the furniture purchase (which includes the bed, table, chair, almirah, etc.) and furnishings. The grants for the replacement of these items will be sanctioned once in 5 years provided that the hostel has been maintained properly during the preceding 5 year period.

The total cost of washing machine and Solar Water Heating System/geysers as approved by the Project Sanctioning Committee (PSC) would be returned to the Implementing Agency with the document of final instalment on the submission of receipts.
In the case of Government organisations like Cantonment Boards, CRPF etc., funds will be made directly to these organisations from the Major Head.

An equal grant for the construction of the building would be offered to the corporate houses on the public property only. For the segment of corporate partnership, a Tripartite MoU stating the financial contribution statement of each partner along with the responsibilities of the monitoring and periodic evaluation of the scheme would be signed among the Indian Government, State Government and the partner agency as and when such proposal is received. A model tripartite MoU will be made in due course in this regard.

The inter allocation for the plan fund would be in the ratio of 87% for the construction grant including furnishing, 10% for the rented accommodation and up to 3% for inspection of the projects that are sanctioned under the scheme.

Additional Grant on the escalation in Construction Cost: No request will be entertained for the additional fund over and above the estimate given in the application. However, during implementation of the construction work, if the structure under the construction or a part thereof gets damaged due to any natural calamity that has been declared so by the National Disaster Management Authority or by the respective State Disaster Management Authority, the additional grant for undertaking restoration work can be supported by the Project Sanctioning Committee (PSC) on an application made for such assistance.

Eligibility Criteria for Working Women Hostel Scheme:
The following are the eligibility criteria for being a beneficiary under the Working Women Hostel Scheme:
  • Widowed, Single, Separated Women Are Allowed – As per the program, the doors of the hostel will be open to those women who do not have anyone to care for them. The women may be widowed, single, separated or separated from their husbands.The married women who have no kin in the city will also be provided rooms in the hostel.
  • Physically Handicapped Women Are Allowed – If the woman falls in the category of physically handicapped and have the legal documents, then the hostel will provide room to them as well. This will be done to provide them security.
  • Female Trainees Will be able to Opt for the Scheme – If the female candidate, seeking a room in the hostel is acquiring some kind of job training, then they will be permitted to stay in these hostels. The tenure of the training must not be more than one. Room allotment will be done based on vacancy. Job trainees, must not cross the 30% mark in respect to the total number of women housed in the hostel.
  • Age Criteria of Children With Working Mothers – Sometimes it happens that the woman is the only one taking care of the children. In such cases, the working mothers will be allowed to stay with their children. But in such cases, the age of the boy and girl should not be more than 9 and 15 respectively.
  • Scheme Below Poverty Level Women – Apart from the women who are working or acquiring job training away from home and physically handicapped candidates, the scheme will provide accommodation to female candidates who fall below the poverty level as well.
The following are the categories of working women and their children are also being eligible to avail the benefits under this Working Women Hostel Scheme:
  • Working women: The working women those who are covered under this scheme would be single, divorced, widowed, married, separated but whose husband or relations does not reside in the same city or area.
  • The preference would be given to the women from the underserved community
  • There must be also provided for the reservation of seats for the handicapped beneficiaries.
  • Women: The women undertaking the training for a job are provided with total training period which does not exceed one year.
  • This facility provided on the specific condition that there is a vacancy available after accommodating working women.
  • The number of women under the job training must not exceed 30% of the total capacity.
  • Girls age would be up to 18 years and the boy’s age to be of 5 years, accompanying working mothers will be granted accommodation, with their mothers. The working mothers would also avail of the facilities of the Day Care Centre, as provided under this scheme.
Details of Income and Rent :
  • Working Women can avail hostel services under the following conditions:
  • The gross income of the women applicant must not exceed the limit of Rs.50,000 that is the consolidated (gross) per month in the metropolitan cities. In case of any other place, the limit is Rs.35,000 consolidated (gross) per month.
  • When the income of any woman applicant already residing in a hostel exceeds the specified limits, then she has to vacate the hostel within a maximum period of 6 months of crossing the income ceiling as per the provisions.
The implementing agency will charge from the inmates of the working women are as tabulated below:
Hostel Facilities Hostel Rent:
In the case of a single bedroom Not exceeding 15% of their gross salary
In the case of double bedrooms Not exceeding 10% of their gross salary
In the case of the dormitories Not exceeding 7½ % of their gross salary
Children in the Day Care Centre Not exceeding 5% of the emoluments of their mother
Note:
The rent for trainees would be charged from the institution sponsoring the training or from the woman herself. The rent will not include the use of mess and other services like washing machines for which the user charges would be collected.
As far as the scheme is practicable, the women with the children are accommodated in single/double bedrooms instead of a dormitory.

Period of Stay:

Under this scheme, the assisted working woman applicant is not allowed to stay in a hostel for more than a period of 3 years. In exceptional cases, the District Administration would consider and allow working women to stay in a hostel, beyond the period of 3 years, subject to the conditions that the period of extension, would not exceed 6 months at one time, and that the total stay of the woman, with extensions, must not exceed the period of 5 years.
Key Features of Working Women Hostel Scheme:
A look at the salient features of the program will assist one in getting a better understanding:
Number of hostels to be constructed – Housing so many women in need is not a mean task. For meeting the accommodation requirements, the central government has given the green signal to establishment of 70,000 working hostels for women. The constructional task on 938 has already begun as the first step to achieving the target.
Day Care Center – It is not possible for the working mothers to take their children with them to their office. For the assistance of such mothers, the hostel authority will provide Day Care services as well. Here, the children will be looked after when their mothers are not around. The service will come at an extra price.

Financial Assistance:
The cost will be shared on specific ratio amongst the Central Government, States and UTs (other than North East and the Himalayan States) and Implementing Agencies for the establishment of building for the Working Women Hostel.
The financial assistance for the hostels to be operated in the rented premises. The amount of rent would be as assessed by the State PWD/District Collector. The rent that is received from the inmates would be utilized for the hostel maintenance, house-keeping, security service, office establishment, expenditure towards electricity and water charges and any other support facilities other than a mess.

The one-time non-recurring amount would be provided at the rate of Rs.7500 per inmate will be given to the States/UTs with the cost at a specific ratio at the time of commencement of hostel for the furniture purchase (which includes the bed, table, chair, almirah, etc.) and furnishings. The grants for the replacement of these items will be sanctioned once in 5 years provided that the hostel has been maintained properly during the preceding 5 year period.

The total cost of washing machine and Solar Water Heating System/geysers as approved by the Project Sanctioning Committee (PSC) would be returned to the Implementing Agency with the document of final instalment on the submission of receipts.

In the case of Government organisations like Cantonment Boards, CRPF etc., funds will be made directly to these organisations from the Major Head.

Objectives of the Scheme:

The following are the objectives of the Working Women Hostel Scheme.
To promote safety and location accommodation for the working women along with the daycare facility for their children, wherever possible.
To facilitate the services in urban, semi-urban, or even rural areas where employment opportunity for women exist.
To assist projects for the establishment of new hostel buildings, an extension of existing hostel buildings and hostel buildings in rented premises.
To make available for all working women without any discrimination.
To accommodate women who are under training for job subject to the specific conditions under the scheme.

How to access this scheme:
The applicants need to follow the below steps to apply for the Working Women Hostel Scheme
Step 1: The women applicant must approach the Department of WCD, of the concerned State to apply under this scheme.
Step 2: The applicant will have to get the application and fill out the form in the prescribed format
Step 3: Now, attach all the below-listed documents that are required to be attached along with the scheme application form.

Prospectus of the organisation/association/voluntary agency/institution along with a short description of its objects and activities.

Copy of the Annual Reports for the past 3 years
Copy of Balance Sheet for the past three years

Audited accounts of the agency including auditors report receipt & payment statement, income and expenditure statement. (certified by Government auditors/CA)

A copy of the site and building plan of the proposed working women’s hostel constructing as per the certain norms under this scheme, as certified by a registered architect.

Copy of approval from the local authority and the building permit certificate stating that its construction of the hostel has been permitted.

Detailed estimate for the cost of hostel building construction to be certified by the PWD or any other relevant authority and the sources from which the remaining funds will be granted.

Documentary copy of the plot, on which the building is proposed to be constructed is public land.

Documents of the lease deed of the proposed land for the construction of Working Women Hostel building signed between the governing authority and the lessee to be submitted along with the application.

There must also be a condition to be included in the agreement that “the land must be used for the construction of the Working Women Hostel”

Step 4: The applicant agencies that seeking financial assistance for the hostels in rented premises must submit the following documents:

Copy of the rent agreement with the landlord.

In the case of the approved project, the agency will have to submit a fresh rent agreement that to be certified by the respective authority.

Detailed building plan along with the financial calculations of the rented premises certified by the State PWD/District Collector

Step 5: Processing of Application

The State Government would request applications from the eligible organizations and the proposals which fulfil the norms will be placed before a Project Sanctioning Committee (PSC) for decisions.

Step 6: Renewal Process

The amount of rent that is provided yearly to the organisations running the hostel will be as imposed by the State PWD/District Collector. The rent deed to be listed will be legal for 2 years after which the agency will have to apply for the renewal. The revised rate of rent, if required, would be made only at the time of application submission for the renewal of the project.

Release of Grants:

The State and UT Administrations will release the grant to the implementing agencies are as follows:
The grant for construction would be released by the State Government and UT Administration in 3 instalments. The one-time grant for the purchase of furniture and area facilities would be issued with the final instalment of 10% of the hostel construction cost.

First instalment: Released with the sanction of the Project.

Second instalment: Released when the implementing organisation has already spent the previous instalment along with its own proportionate share of cost in the hostel building construction.

Third and Final instalment: 10% of amount along with the one-time grants specified will be released (reimbursed) on the completion of the hostel building construction.

Hostels in Rented Premises:
The release of grants would be made on a yearly basis. One-time grant for the purchase of furniture etc is released by the concerned State Government with the instalment of the first year only.

First instalment: Released with the sanction of the Project, along with fresh rent agreement with the landlord and 2 colour photographs of the hostel building with the name board specifying that the Working Women Hostel is being operated with the financial assistance of the Ministry of Women and Child Development.

Second instalment: Utilization Certificate along with audited accounts of the previous instalment and the inspection report by the District Administration providing the condition details of the hostel and services provided in the hostel along with the present occupancy details against the approved occupancy of the working women’s hostel, Half Yearly statements of the previous year and recommendation of the Government for the release of the second instalment to the company.

The project will be reviewed/monitored after every two years and if approved by the State Government for the continuation in the next block of two years, the financial assistance for the hostel in rented accommodation would be continued for the next block of two years on the submission of required documents.
